For some reason my phone doesn't seem to be working properly, I click it and the options come up, I select one, it rings, then my sim puts it down without anyone having picked up on the other end. It means I can't call the maid or pizza or anything...

The easy fix for someone who is merely an end user and doesn't tinker with the program is to sell the glitchy item. Then buy another one. This resets the item. If it is an object you downloaded, it may require reinstalling it to your game. I had this problem with the basketball hoop on occasion and selling the item always fixed it.
