Toadstools are available with the toadstool chair which is buried somewhere in the Miscellaneous category. It looks like a giant toadstool.

Buy it, get people to sit on it for many a time and after a little while you should find toadstool growing somewhere on the lot which anybody can then pick and use in a spell. Note that it will take time initially for the first toadstools to show up but after that it should be quicker.

Basically if you keep the toadstool chair in use your toadstools will appear more frequently. Think of it like a bike; if you don't use it for a long time you have flat tyres and have to pump them up before you can use the bike. Same idealogy with the chair.

I put toadstool chairs where people will use them for long periods of time to do something else, like next to a bookcase or at a chess table. Replace the chairs you have at your chess table with toadstool chairs, then tell two Sims to play chess. You'll almost always get toadstools.
