It says you can choose from 3 neighborhoods so at the begining of the game do you choose which one or do you get to choose which neighborhood you want to play on whenever you want?

you dont have to pick just one...you can go to multiple neighborhoods

Every time you start the game, a screen will come up asking you which neighborhood you want to play with. You pick on, and it will take you to it.
