I downloaded the downtown phone replacer, but how do I use it???

Hmm, i'd suggest opening the file folder, and then in a sperate window open my computer, local disk, program files, Maxis, The Sims, then snoop around in there to see where al the objects are, the drag & drop and vwalla you can use it!!!
