No, The Sims 2 has not yet been released, and anyway it would be illegal to download it.

The Sims 2 is not up for download from anywhere in any shape or form at this time and hopefully never will be.

All I can say is, if you want a copy of the game, please visit well known online retailers such as Amazon and pre-order it, or go out to your favourite gameshops from mid September and buy it.
