can a brother and a sister make a baby of their own or has it to be an outstander of the family?

i dont think so as you shouldnt do that in real life cos the baby is unhealthy. also the sims know who is related to them. you can do cousins, however.

No, people directly related cannot have babies. No sister with brother or sister with dad, nothin creepy like that. Cousins, uncles, aunts, etc, can.

Don't think so, I think no marriage either. Still, I wonder if they can love each other in a romantic way and live together?

NO. Brothers and sisters, full, half, adoptive, and step, can NOT have children or love each other romantically. That is what is known as incest and inbreeding and is taboo in many societies. Besides, inbreeding makes rare family traits, such as health problems, be more likely to come out in the child. Why would you want that?
