Because it's a bug that Maxis know about but can't reproduce it themselves so can't fix it because they don't know what's causing it.

Otherwise known as a "feature" :) It doesn't affect Waylon in the Downtown areas but in Studio Town he will arrive and then literally stand there and do nothing, possibly holding up the traffic.
