when you create a famliy in the game do you choose the parts for them like the dad knows he is the dad or is it like in the ts1?

Yes, you can make a whole family and then give them family ties such as father, married to, brother etc. And then the Sim will know who he is related to and how

Yes, you can do that. You can say if an adult man and woman are married (spouse), or just roomies. And if you have teens or toddlers in your family, you have to say who the parents are. You can also say if two Sims are siblings. :-)
