can the sims in the sims2 walk through the whole town?

they can travel to the community block{area},witch is kind of a down town area,and they have to get a cab to take them there.they cant just get up and go out and walk off and wonder the town.

You can call a taxi and go to a community lot, and you can walk around there. But you can't just walk around from your house.
