At yesasia.com they have ts2 goin 4 39.99. thats a the best price ive seen so far, but it also has a chinese service pack AND its shipping on the 14th. im thinkin about orderin it, but it kinda seems 2 good 2 b true. can sum1 give me any advice on this?

I don't know the site, but if it's a fairly reputable site (have you bought from there before? Has anyone you know?) then it should be fine. Some stores are releasing the game on the 14th. This has to do with a lot of mis-information and mis-communication. So that's not something to worry about. As for prices, I don't know where you live or if that's US dollars or what, so I can't advise you on it.

I don't know that site, but like Kukushka says, have you ever bought from them before? If yes, you can just buy it from there. If you haven't, I'd ask people if they think that site is reliable. If they don't, just buy it in the shop - they're reliable. I bought it for € 49,95 in a shop in the shopping center here (I live in The Netherlands).
