Start -> Run -> type "dxdiag".

On the Display tab, enable Direct3D Animation.

Failing that, see my latest Extra.

i am getting the same thing as well, it is driving me crazy. I have been playing it since last september when it came out and suddenly it has stopped working, i am not sure weather it is caused by Windows XP 2 upgrade. It was working perfectly, but now i get that annoying message, in "dxdiag" it tells me i don't even have directx c but i have taken sims 2 off the computer and loaded it back on an yet it stil won't work. If anybody has an answer it would be awesome. Although i am that close to reformatting!!!
