You can.
Just go straight to Magic Town from the Neighbourhood screen instead of taking a family down there.
Yes. You know when u click which family you want to play as? Instead go to Magic Town
There are no completely empty lots--be satisfied with retooling the ones that are already there. I suppose you could bulldoze them, but that's more work than just adding an extra dragon cart or duelling arena, isn't it?
