which video card do you prefer which doesn't occur lag, frost and green spots?

Well considering how these issues are caused by old drivers in any case, have you considered updating both the card's drivers and the chipset drivers? Even buying a new card but using the old drivers won't necessarily solve the issue.

My driver was new but my card is S3 Graphics prosavage ddr. If I change it will My sims 2 work with out LAG? or no change at all?

A video card is no good on its own, what are the rest of your system specifications - Processor speed, amount of memory, etc?

I'm surprised it works at all with 64Megs of memory. Install some more, it's minimum is 256Mb but 512Mb+ is recommended.
