Well if you don't have a video card you wouldn't be seeing anything at all.
Assuming installation of DirectX 9, which card do you have?

The SE versions of various cards are generally, well, crap really compared to the non SE cards. The Radeon 9200SE is basically a cut-down (and probably slower) version of the Radeon 9200 and the same idealogy runs throughout the other SE versions.
The game will run on a plain Radeon 9200 (as I have one of these) but this is a budget graphics card. If you have an AGP slot free, buy an AGP card. PCI cards, to be blunt, cannot cope with the demands of a game like Sims 2.
When looking at graphic cards, do not automatically choose one with 256Mb onboard over one with 128Mb on board. Find out its bitrates (128 or 256) and how how many pipes it has. Basically the higher the bitrate and the more pipes it has the more "powerful" it'll seem because it can shift more data in less time. It's like a motorway/freeway.
For example, take these three cards:
Radeon 9600 Pro 256Mb, 128 bit 4 pipes
Radeon 9600XT 256Mb, 128bit, 4 pipes
Radeon 9700 Pro 128Mb, 256bit 8 pipes
The 9700 Pro wins out of these three because of the higher bitrate and pipage. The fact that the other two cards have twice as much memory than the 9700 is irrelevant because it's not going to make a scrap of difference as that memory will not be fully utilised in most people's situations.
