I can go shopping for baby/toddler clothes, but when i return home i can't find a way to dress my toddlers/babies in the new clothes

This is a known bug in the game. Maxis are aware. No solution at this time.
You can go to the official site, and download a patch for the game, which enables you to change your toddler's clothes using the changing table.
before you go out shopping make sure you have a changing table for baby/ toddler.
then when you return home get the bay or toddler bring them to the changing table and push change toddler clothes
