Can the people buy some shoes and stuff from the store?

You can not buy shoes, they are part of the pants' skin (so if you buy/change you're pants the shoes will change too). But while out of the house your sims can buy clothes, magazines, groceries, toys, and much more.

i heard that if you for example buy new formal, you still get to keep your old ones.

make sure there are clothing racks or whatever magazine racks etc, click on them and click buy. btw, a community lot is one you visit by phoning transportation, you know that, dont you?
