Transmogrifier has a tutorial. You basically need to clone an existing car.

You can't get cars.

Wrong answer guys. There are a whole set of cars already made at pandora sims. You can download them and they actually allow you to go to other places in the game but whenever you return the car never lands on the same spot it left, the return location is always random.
