I think that they can kiss but i dont think that teens will have the opsion of living with the person they are in love

They can't move out until they are a proper adult, I don't think.

They can run away wen they r teens but then they get in truble wit da cops if they r caught

Actually, you can make teens who live together and love each other. In Create a Family, first make two adults (male or female) and just have them be roomies. Then make two teens, a male and a female. In the family tree, have one teen be a child to only one adult. This way the teens won't be related and you can have them love each other. I did this with one family, but so far i have only gotten as far as "suggestion" in flirting.
