Can teens invite some friends over and have a dance party in their room without parents?

Yes indeed,
and if they get caught out their parents get a chocie ither to ground them or throw them out.

(sometimes the teens get drunk)

What happens to teens when they get kicked out? Is it like death, or can they buy a house?

When you throw the teens out they will come begging for money If they have enough mony they can buy their own house.

The sim's don't get drunk as there are no beverages for teen's to get drunk on.

Teens (or adults for that matter) getting drunk would probably kill the T-rating for The Sims 2. They most likely will not be able to get drunk, unless there comes a user-made patch/object after the game's out.
