Knowledge - Question

I saw this thing at very much people. The sims 2 is installed, but the build mode dosen't work. Why?

Means one of three things:

1) You're using a NoCD patch/crack/hack.
2) You've somehow managed to befriend the social worker.
3) The lot is corrupted.
