can the parents do anything when they know their son/daughter has snuck out?

No. Sometimes the police will catch them. If they run away from home though you can call the police.

if they catch the kid about to sneak out they stop them going out and tell them off

If the teenager tries to sneak out then that is because they have fallen out with everyone in the house
