can you get to the Moonbase Zeta?

yes you can. First you need to of completed the swamp missions and unlocked glasstown.Then go to the phone box near the town hall and it should have loads of steel rods on it then click on phone home and it takes you to moon base Zeta.

i cant get der either but i keep on readin dat u need a green meteorite wich av got but it jus ses make a call not phone home
