There's no way to make it, and you can't buy it. You have to quest for Apothecary Todd.

Todd appears when you place the Wagon O' Wares in a Magic Town lot.

I have found that Apothecary Todd will most likely ask you to deliver an item to someone for him. Then just run your mouse over every sim until you find the right person. Go back and talk to Todd again and he will give you the clown confetti.

They just mean the vendor in magic town...the male guy. Go talk to him and he will send you on a few quests for him. You might not get the clown confetti right away...so just keep doing favors for him. After the favors are competed, go talk to him again and he will give you something.
