Making foll in love. When the both sims have red hearts there is a menu whit propose/engagement (sp.?) and then it'll apear get merried.

if u have hotdate its easier. take them on a long date, buy her/him gifts, and get them to eat the biggest meal the restaraunt/cafe do. make sure to keep cuddling and romantically kissing to get relationship up. invite him/her home and propose as soon as u get back.

NOTE: this may take two dates with celebs.
