When your sim gets pregnant at university and has a baby (you have to use the cheat to do this), then a few things can happen when your sim moves back to the home town.
1) The baby stays in the dorm or house as long as there are other people there to take care of it
2) If your sim is the last one to leave (like if they were in a house by themselves) then the baby gets taken away by the social worker after your sim leaves.
GOOD NEWS!! There is a way to get your baby back when your sim gets back to their hometown.
First way -- use the tombstone of L&D and use the "get neighbor" option then keep going through all the names till you find your baby (usually near the end since its a new character) -- then you will have your baby back
Second way -- I think this is a bit of a luck thing -- move your sim into a house, then call the adoption service. Save your game before the adoption person arrives the next day and if you request a baby you'll probably get your own baby back! At least I think you will -- I tried this and it worked the first time so I'm not sure how much of a "luck of the draw" thing it is. If you saved your game and its not the right baby you can always save without exiting.

When children are taken by the social worker, they are added to a pool of adoptable kids. If the pool for a given age has only one Sim in it, the foster parents are guaranteed to adopt it. If the pool is empty, you get a randomly generated kid.

What happens if the baby grows into a teen and goes to university? Or an adult without going to university? Do they live in the university town as if it were a regular neighbourhood, get jobs, etc.? Can they marry profs?
