What is spore? Is it a game? Does it have to do with Sims 2?

It is a new game that was created by Will Wright the creator of the Sims and Sims 2.
NO, it is not related to the Sims. It is a totally new game.

I am unsure when it is being released.
You may want to do a google search for more information.
