I'm looking at buying a Celeron 2Ghz processor with 256Mb RAM. Will this be OK to run Sims2 or should it be a Pentium?

A Celeron is a Pentium, technically speaking, only just not designed for the gaming market.

Find a system with 512Mb at least in it. Any 2Ghz+ processor should be fine.
