According to a recent Maxis chat, only report cards will be implemented in The Sims 2. However, they may well decide to introduce this feature in the near future.

Yes, you can even let other Sims help a Sim with their homework.

Yes your sim children do have homework, I know this from personal expierience in owning the game.

I have been researching on whether or not you can delete it, homework is bad enough in real life at home... Hah. You cannot delete it with the move objects cheat...
