Do the Sims established neighbours get suspicious when a new family moves in and there are friends dying at the new house weekly? The new family are getting rich and haven't ever had a job?? Do Sim Cops ever do anything except catch burglars...?

No to the first question.
Cops also dish out warnings for false alarms and fines for playing with the chemistry set.

Why would they fine you for playing with the chemistry set? Unless you poison someone, but I didn't think you could.
