I created a Community lot with all the bells and whistles but the problem is I can't seem to get people to visit the damn thing. What can I do to intice my sims to visit my Simstopia.

You don't.
You take your sims there and then the game randomly assigns various sims to wander in, wander around and wander off again.
If you go in through the neighbourhood window directly, you'll see nobody at all.

Click on your phone and click any sims. click invite on vacation but then click go to old town. then u oick ur community lot. Keep meeting people and do that until lots of people come!
