on the boolprob cheat can it make ur mood levels full

Yes. But you have to enter the cheat whilst in neighbourhood view.
Then enter your house. To change the stats, skills, relationships, interests, just click on the bar and slide it up.

If you enter the cheat whilst in the house you won't be able to change all these things - but all other functions of boolprop will still work.
