Why won't the cheat code aging off work??

Because in the Sims, as in real life, aging is inevitable...No, seriously, you probably just have a bug.

having problems with the aging please try the following :
press: Ctrl Shift c (all @ once)
then type: Aging on
I have also tried aGING ON and it has worked :)
to turn the aging process of simply press Ctrl Shift c (all @ once)
then type : Aging off
or try aGING OFF

Maybe you don't have the right expansion packs. I think there is one you need to use that cheat.
