First, you have to have linked your gba to some other gba, then your gameboys says: you've unlocked moonbase zeta.

Then, go to the phone box in sim quarter, then choose: phone home.

Then there you are!, If you have a nintendo ds version, there is a other trick (so you don't have to link):

Get a green meterorite from the internet shopping, keep it in your pocket,then go to the phone box and you can also go to moonbase zeta...
