is the CEP thing from modthesims2.com the same thing as the colour options enabler? also, for the CEP do u need to download everything or just the bottom thing?

Yes, CEP stands for Color Enabler Package, which allows you to use recolors in your game. All you need to do to download is click on the link that corresponds to your operating system at this site:

http://sims.ambertation.de/en/cep/

The first is for Windows, the second for Mac. That's the creator's site & it's much easier to understand than the info at MTS2 because of all the .zip files they have posted. You only need one of them though. Good luck!
