How do I get one sim to propose to another? My Sims have been 'true loves' and on a 100 relationship rating for ages but no matter what I do they won't propose to each other!

check, maybe theyre already married...

This is not something sims do out of free will. You have to instruct them to propose. If it's not an option on the pie menu maybe they are already married...you can't propose to someone in the same house.
