When I call to get a butler it says ok someone will be over, but then he never shows up, same deal with any Sim or service, I can call & they say they're coming but never show. I don't have any star doors or anything, Help?

The butler, maid etc will not come if your leave your home on the day they are to arrive. If it is friends, check that there is nothing in the way of the path; water, plants etc. Does your front door have easy access?

Perhaps you accidentally deleted your pedestrian portal? [I have had maids come while my sims were at work the maid's first day, so your sims can be away.] No pedestrian portal is the only thing I can think of.
