You can. Simply use The Neighborhood Handler to copy a lot from one to another neighborhood.

You cannot share it with a friend though, without manually copying the file. The files are usually stored in C:\Program Files\Maxis\The Sims\UserData#\Houses (# is the number of the neighborhood, or use just "Userdata" for hood 1).

Files House40.iff to House48.iff are the Vacation lots. Copy the file with the number of the lot (use WinZip for compression if you want) to a disk or e-mail it to your friend. They have to put it in the same directory as above (it can be put in a different neighborhood), and they'll have your lot. Note that this will overwrite the old one, and you won't be able to recover that!

I tried to send it to her in that way, but when she copied it to the folder it wiped out her whole vacation neighborhood, now htere is nothing there.

You only had to copy one of the HouseXX.iff files, with the right lot number. Also, if you used WinZip the file must be extracted on your friend's computer again. She should also not wipe out the directory before placing the file there.
