You have to get a call from another (teenage) sim asking if you want to snak out. For that you need to be frineds with another teenager. Beware, my sim got arrested.

For me, I just had my sim, a boy, have a first kiss with a girl and then right after she asked my sim if he wanted to sneak out. I clicked yes and they did! It was pretty funny because she came in this awesome car!

actually...
go to the phone at late night when most people are sleeping and click a sim that your sim is most friends with, then click sneak out and they'll give you a time. or if not increase friendship.

Umm.. Make relationship with boy and girl teen and then go to phone and call him then click sneak out
