how do u mak downtowns?

if youre talking about sims 1, Hot Date expansion pack, then to make/edit a downtown lot you need to click on the HD icon at the top of hte neighbourhood screen that looks like 2 little shops... kinda thing..
then it goes into the screen that you see when you visit downtown and you can edit the lots like normal.
