Yes, but you need a cheat:
boolProp ControlPets [on/off]
Actually, when using that cheat, you cant cancel actions once you make them. Theres another cheat that I havent tried yet though:
boolprop PetActionCancel [on/off]
i think thats the one that you can control the queue or whatever
