In the first sim game, i'm currently living with Mimi. She needs Charisma to get another promotion. How does Mimi get charisma if she refuses to do anything that gives skill?

She can't. However none of the goals require Mimi to get a promotion, so you can still pass the level without promoting Mimi. Mimi can gain body skills by swimming but that is the only skill she can upgrade.
