When I had a sim turn into a witch by befriending another witch, she asked her to move in. Now the witch that moved in can no longer make others a witch. Why is that? Do they lose that ability when they become playable?

I am still learning this expansion but I hope what I know already may help.

In the same way as making a landlord playable stops him being the landlord, I would suspect that making the High Witch playable means that she has lost that important position and has been replaced. To find out who the new High Witch is, visit Magic Land and the appropriate castle.

In order for a playable witch to make another into a witch, they need to be at Level 9 and use the "Magus Mutatio" spell. I believe it is classed as Neutral Magic.

I hope this helps.
