Is there a way that I can only install certain objects and skins into certain neighboorhoods?

I don't think so. Once you install an object they all go into the catalog which is available for every neighborhood (except the objects specificly created for Vacation, Downtown, etc.), skins are the same way unless you're installing replacement skins for NPCs.
