is there a program for sims 1 that is like CaSIE, Maya, or the bodyshop? Besides the deluxe sims one

No, but since you have creator you can just copy your created files into a paint program(I use MS paint) and then put them in the skins folder. Or you could download the kb file from The Sims website, which does NOT work.
