you cant make it, you have to work for it. go to any of the vendors and "talk to" them. they'll make you do things for it. i have a bunch of clown confetties, and i've gotten all of mine from the vickie the vampiress. sometimes they give you diffrent things for each thing you do. just keep talking to them and they'll eventually give you it.

I usually get my clown confetties from Apothecary Todd. I've done the "dispel sleeping clouds" thing so often I've lost track.
